Colorado Public Utilities Commission adopted rules that could make it harder and more costly to build natural gas pipelines in Colorado or extend existing ones. Regulations require regulators sign off on pipeline construction plans for natural gas utilities with over 90,000 customers. Utilities will have to pay all costs upfront for pipelines. Democratic Gov. Jared Polis set a goal for natural-gas utilities to reduce greenhouse gases emissions by 4 percent in 2025 and 22 percent in 2030.
