The Philippines currently accounts for 25% of all world’s merchant maritimers. The European Commission is looking into a move to ban people from the Philippines from serving aboard ships registered in European Union nations. The European Maritime Safety Agency determined that the Philippine maritime education institutions didn’t comply with the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers. According to the rule proposed, the European Union will not recognize any new competency certificates issued in Philippines. It will however continue to recognize current certificates up until expiry, which could be no more than five years.
